San Angelo has two large data center projects side by side, and only one of them is under the city's control. The first is Skybox's campus, with its partner Emergent, on about 350 acres of city-owned land northeast of town near U.S. 67 North and City Farm Road. The city council voted 6-0 in May 2025 to negotiate the sale, at about $50,000 an acre or roughly $17.4 million, and took up a zone change in January 2026.
Skybox plans six four-story buildings of 248,000 square feet each, a 600-megawatt campus drawing on spare capacity at the Red Creek substation, of which the city uses only about 10 percent. It would qualify for the state's automatic 6.25 percent sales tax exemption on data center equipment, while the city negotiates a Chapter 380 agreement rather than a traditional property tax abatement. The second is Cipher Digital's 1,000-megawatt Colchis site next door, in the unincorporated county. Cipher says it has a direct-connect agreement with American Electric Power and expects Colchis to be included in "Batch Zero," the framework ERCOT's board approved in June 2026 for studying large power connections together rather than one at a time. A state official said it was unclear whether Red Creek could reliably power both projects, and Skybox risks missing its 2028 target if it cannot.
Because Colchis sits outside city limits, San Angelo has no power to regulate its water use or build-out. Tom Green County commissioners have been cautious about regulating data centers, which observers link to a lawsuit against Jefferson County after it tried to restrict them. The next milestone is ERCOT's list of Batch Zero projects, due to show which project gets power first.
