Outside Wink, on County Road 209 near the New Mexico line, Cipher's Black Pearl site began as a Bitcoin mine and is being turned into an Amazon data center. Data Center Dynamics first reported it in October 2024, from a Texas Department of Licensing and Regulation filing in which Cipher Black Pearl LLC applied to build a 19,579 square foot single-story metal building at 11786 County Road 209, with construction running from August to December 2024 and about $7 million to be spent. Cipher had bought the site in late 2023 and said it would total 300MW, 250MW of it air-cooled mining and 50MW liquid-cooled. In June 2025 DCD reported that the first 150MW of mining had gone live. Cipher's chief executive, Tyler Page, said the company had delivered the data center "in just 16 months".
Within a year the site had a different purpose. DCD reported in February 2026 that the 300MW site was to be leased to Amazon Web Services for at least 15 years, as part of a broader deal with AWS that DCD put at $5.5 billion across several sites, and that Cipher was raising $2 billion in senior secured notes due 2031 to pay the remaining cost of converting Black Pearl from a cryptomine to an AI data center. Bloomberg reported that the bond sale drew $13 billion of orders, DCD said. In March 2026 DCD reported that 6,840 mining rigs that had been powered up at Black Pearl went to Canaan as part of a deal in which Canaan also bought Cipher's stake in three other West Texas mines. The company rebranded from Cipher Mining to Cipher Digital as it moved away from mining.

West Texas is where Cipher has built most of its business. DCD has reported that Cipher runs a 207MW site in Odessa; that its Stingray site, 250 acres west of Andrews in Andrews County, is a planned 100MW data center for which it sought $810 million in notes in June 2026; and that its Barber Lake site in Mitchell County, up to 300MW on 587 acres, is pre-leased to Fluidstack, which is backed by Google. In March 2026 Cipher said it had signed a third hyperscale tenant for a new data center at one of its existing sites, without saying which.
Amazon has begun moving in. San Angelo Live reported in September 2026 that Black Pearl delivered its first capacity to Amazon Web Services in August 2026, two months early, that rent had started, and that the remaining halls were being fitted out while construction of a second phase went on. The same report said Cipher co-sponsored Wink's centennial celebration on May 9, 2026, a street festival marking 100 years since the town's founding, and afterwards called itself a partner in the community where Black Pearl operates.
