Eneus Energy data center, Harlingen, Texas

Eneus Energy, a UK company, wants to build a 2,000 megawatt data center on 1,785 acres near Valley International Airport outside Harlingen, in Cameron County, Texas, with plans that project $14 billion in investment and about 1,000 jobs through 2045. Harlingen passed a 120 day moratorium on new data centers on May 23, 2026, and has since extended it through November 19, 2026 while it studies its ordinances.

Eneus Energy is suing Cameron County and Texas Attorney General Ken Paxton to block release of records on the project's timelines, water and power use, incentives and land deals. Amani Newman, 22, co-founded a civic group called the For The People Alliance, saying "local activism is going to help disrupt institutional systems that can silence us and keep us in the dark." Mayor Norma Sepulveda said there were "currently no proposed data center projects within Harlingen city limits" when the pause passed, and Commissioner Daniel Lopez said its purpose was "to make sure we as a community understand what's going on...and so that our ordinances reflect what the people of Harlingen want."

A separate project, Fluidstack Cameron County, sits about 4 kilometers away at 27751 FM 106, a different address from Eneus Energy's airport-area site, so the two are not the same project. Cameron County has not scheduled a vote on the Eneus Energy project itself; Harlingen's extended moratorium on data centers runs to November 19, 2026.
