Project Hedy data center, near Lyford, Texas

Project Hedy is a wind-powered data center Soluna Holdings plans near Lyford, in Willacy County. Nothing has been built: in June 2026 Soluna said Hedy was still advancing through the interconnection and transmission process. In August it raised the planned size from 120 to 198 megawatts and redesignated the power for AI workloads.

Soluna's own April 2025 announcement does not mention Lyford or Willacy County; it describes a site co-located with a 200 megawatt wind farm in neighbouring Cameron County, owned by a multinational conglomerate it did not name. At that point the company had signed only a term sheet for power, with the power purchase agreement, land agreements and ERCOT planning still to be finalized. DCD noted that both RWE and Duke Energy run 200 megawatt onshore wind farms in Cameron County, and that no development timeline was disclosed.

Soluna's other Willacy County site, Project Kati, is the one that has moved: the Texas Tribune reported in October 2025 that the 166 megawatt campus beside the Las Majadas wind project was due to begin partial operation that December. "Value is how counties survive," Willacy County Judge Aurelio "Keter" Guerra told the Tribune. Cameron County's commissioners court adopted a resolution in April 2026 opposing open-loop evaporative cooling and other high-volume uses of drinking water in large data centers, while acknowledging that counties "do not possess general zoning authority."
