Project Dorothy 2 data center, Silverton, Texas

Project Dorothy 2 is the second phase of Soluna's data center campus off Highway 207 just south of Silverton, in Briscoe County, Texas, and with Dorothy 1 it brings the site to 98 megawatts of what Soluna calls renewable computing. Dorothy 1 and Dorothy 2 have capacities of 50 MW and 48 MW, and both run on the 150 MW Briscoe Wind Farm next door, which Soluna bought in April 2026 for $53 million.

Soluna, based in Albany, New York, builds data centers for artificial intelligence and bitcoin mining, and says it owns and operates about 192 MW of energized capacity at wind- and solar-powered sites in Texas and Kentucky. The campus is named after NASA mathematician Dorothy Vaughan. "Moving on to build a data center, we've got the wind farm that we now own here as a permanent power source and were able to develop this data center with the existing 150-megawatt wind farm that we have," said Karl Shinn, Soluna's regional lead.

Soluna is planning a much larger third phase. In August 2026 it closed on 397 acres next to the wind farm and Dorothy 1 and 2 for Dorothy 3, an AI data center campus with a potential capacity of 300 MW, also to be powered from the wind farm's substation. No construction or operating timeline has been given for Dorothy 3, and no partner has been named. Chief executive John Belizaire said: "Dorothy 3 is a site we control end to end, and that is what turns a development project into something a customer can plan around."

For Briscoe County the question is money. County Judge Rank Cogdell said the bitcoin mining facility "filled in a gap of when we lost our abatement, our pilot money from the wind farms". The county is weighing tax abatements for the new data center plan, which Commissioner Danny Francis said might bring more income for other businesses: "our town is struggling; the whole county is struggling at this time". Cogdell said: "Everybody has an opinion, and the best thing that can happen is to be informed."

Decisions on abatements rest with the Briscoe County Commissioners Court, which in late July 2026 was working with the data center's representatives on a town hall where residents could ask questions. The court is County Judge Rank Cogdell and commissioners Ross Estes, Jack Wellman, Danny Francis and John Burson.
