Project Rosa, a wind-powered data center that Soluna Holdings plans in South Texas, has grown on paper to 242 megawatts, but it has not been built. In August 2026 the company said it had redesignated Rosa's power for AI workloads, raising it from 187 to 242 megawatts.

Soluna, based in Albany, New York, puts its data centers beside renewable power plants. Its pitch is to use wind power that would otherwise be wasted, which happens largely because Texas lacks the transmission lines to carry it, according to the renewable energy group Advanced Power Alliance. It announced on February 25, 2025 that it had secured a purchase agreement for 60 acres for Rosa, beside a 240-megawatt wind farm in Texas that it did not name. At the time Rosa was planned for bitcoin mining and AI, in two phases. "Securing these land agreements is a critical achievement for Soluna," chief executive John Belizaire said then. Data Center Dynamics noted that details on where Rosa will be located were not shared.

Rosa is still in development. As of August 1, 2026, Soluna said it operated about 192 megawatts across three energized sites, with 14 more megawatts under construction at Project Kati 1, and counted the rest of its pipeline, including Rosa, as planning and development. Soluna has not named a tenant, and no local approvals or hearings for Rosa have been reported.

Soluna's other Rio Grande Valley projects give a sense of what Rosa would look like. Project Kati 1, a $50 million, 166-megawatt bitcoin mining site on the Las Majadas wind farm, is under construction just north of the Cameron County line in Willacy County, and a second campus there, Kati 2, is planned with Metrobloks for AI. Willacy County Judge Aurelio Guerra welcomed Kati 1 for its taxable value: "Value is how counties survive". Soluna also plans two more data centers at unnamed wind farms in Cameron County, the 100-megawatt Project Ellen and the 120-megawatt Project Hedy. In August 2026 it raised those to 145 and 198 megawatts.

What happens next depends on the Texas grid. Since August 3, 2026, new data center connections to the ERCOT grid have been on hold while state regulators audit the projects in the queue, on Governor Greg Abbott's order. Data centers that take power straight from their own generation can fall outside that pause. When it bought the land, Soluna said the next step was working out plans for Rosa with ERCOT, the grid operator.
