Data centers in Willacy County, Texas: 2 projects mapped

Willacy County, a rural Rio Grande Valley county of about 20,000 people, has wind turbines that often produce more power than the grid can take. Soluna Holdings is building there to use it. Its Project Kati, on the Las Majadas Wind Farm off FM 1420 southeast of Sebastian and Lyford, is under construction at 166 megawatts in two 83-megawatt phases: the first mining Bitcoin for Galaxy Digital, the second for AI. Soluna has also signed a term sheet for a second, earlier-stage site nearby, Project Hedy, planned at up to 198 megawatts; no construction has begun there.

The county has been eager for Project Kati. In February 2025, after Soluna's CFO John Tunison presented the project, County Judge Aurelio "Keter" Guerra asked whether the county could take an equity stake; Tunison said it was "not a hard 'no'" but that financiers had refused minority partners. Commissioners approved a 15-year abatement worth about 63.2% of the first phase's value, which the Rio Grande Valley Business Journal said would bring the county roughly $160,000, with a similar abatement proposed for Lyford ISD. Soluna committed to at least $30 million of construction, 18 permanent jobs and 75 construction jobs.

"Value is how counties survive," Guerra told the Texas Tribune, pointing to a county budget of about $9 million. In June 2026 he said the county had approved only the first phase, valued at $35 million to $45 million, and was still negotiating abatements for later phases that "would be astronomical in value." He said he had consulted Armstrong County's judge about Google's campus near Claude, and that the talk had centered on how to negotiate abatements.
