Google Franklin Township data center, Indianapolis, Indiana

Google withdrew its rezoning request for Project Flo, a planned data center campus on 468 acres of farmland along I-74 and Post Road in Franklin Township, Indianapolis, Marion County, Indiana, on September 22, 2025, just before the City-County Council was expected to deny it. "I was given notice by our council attorney that Google is withdrawing their petition," Councilor Michael-Paul Hart told residents in an overflow room, who erupted into applause.

The request was filed in March 2025 by Deep Meadows LLC, an affiliate whose link to Google was confirmed in July, and site plans showed four buildings. Google would have received tax cuts for 10 years, and the Metropolitan Development Commission had backed the rezoning 8-1 in August 2025. "We have withdrawn the rezoning application for the proposed data center development in Franklin Township", a Google spokesperson said.

Neighbors organized as Protect Franklin Township, fearing the data center would drain or contaminate local water and raise electric bills. They launched petitions, ran digital ads and bought billboards, said Meredith Sharp, a mother of three who lives blocks from the site. Residents also objected to the lack of transparency, including that Hart had signed a nondisclosure agreement about the project, which he said he did so as not to be shut out of the discussions. "We're going to be vigilant," organizer Andrew Filler said after the withdrawal, noting Google could refile in three months.

Across Indiana, the Citizens Action Coalition counted nearly 30 active data center projects in October 2025, with at least 11 withdrawn. Data centers and Google are not finished in Indiana: a Google data center is being built in Fort Wayne. Two Republican councilors, Josh Bain and Derek Cahill, have said they would consider a data center in their districts.

If a data center plan returns to the site, a rezoning goes first to the Metropolitan Development Commission's hearing examiner and the commission, and the district councilor can call it down to the City-County Council, where 15 councilors must vote against it to block it.
