Google is building a data center campus, first known as Project Louie, on about 550 acres of former farmland just east of Monrovia, in Morgan County, Indiana, where it plans six buildings and a substation. The site runs roughly from Keller Hill Road south to State Road 42, and from West Union Church Road east to North Antioch Road.

Morgan County commissioners first rezoned about 400 acres for the project in February 2025. They rezoned more in October, and initial construction began in November 2025. Google kept its identity secret through shell companies until October 2025, and every county commissioner signed a non-disclosure agreement. Its development agreement exempts qualified computing equipment from local taxes for 40 years, on top of a 10-year, 50% abatement on the buildings, and state tax breaks could total up to $42 million over 35 years; Google has promised to spend at least $1 billion. AES Indiana is planning a 1,200-megawatt substation on the site, and filings before the Indiana Utility Regulatory Commission put the campus's water use at roughly 4 million gallons a day.

“Nobody here wants to live across the street from an industrial project like this, and yet you are asking me and my neighbors to carry that burden,” Sean Walker, who lives across Antioch Road, told commissioners before their October vote. “We don’t want Google to be our change,” said Monrovia coffee shop owner Carrie Syczylo. "This is not gonna be a peaceful little country town anymore,” said neighbor Sue Dill, who says she can feel the construction vehicles moving dirt near her property. Mike Dellinger of the Morgan County Economic Development Corporation said the project offers jobs and investment for schools and county services “without raising taxes on our residents.”

The fight has spread beyond the fence line: in April 2026 AES Indiana asked the IURC to approve a 10-mile high-voltage transmission line from Monrovia to Martinsville, filed as a project primarily serving a large load customer, with every route AES has put forward crossing private land. A resident writing in the Morgan County Correspondent in August described the IURC's only public meeting on the line as lasting about seven minutes, with no public comment. The Monrovia Town Council voted 3-2 in March 2026 to explore annexing the data center site and nearby neighborhoods, which would let the town share in Google's property taxes.

Google's Morgan County site came about a month after it pulled plans for a data center in Franklin Township, Indianapolis, amid heavy opposition, and the company is building the second phase of a $2 billion complex near Fort Wayne.

Affected residents can gather signatures to block Monrovia's annexation. The Indiana Utility Regulatory Commission is the body that decides the AES transmission line.
