Mid-County Industrial Park data center, Manassas, Virginia

The Mid-County Industrial Park, a 64-acre data center project on Dumfries Road in Prince William County, Virginia, won a 5-3 rezoning approval from the Board of County Supervisors in June 2024 despite the Planning Commission's unanimous recommendation against it. The land, in Manassas, was then bought by the applicant, Minnieville Capital Acquisitions LLC, whose Seattle address in county property records is associated with a post office box used by Amazon.

The approval rezoned about 40 acres in the Coles District from agricultural to industrial and added about 20 acres of the existing Colchester Industrial Park, for three data center buildings and an electric substation. The site lies about 250 feet northwest of the intersection of Dumfries and Minnieville roads, next to the Potomac Reserve community, inside the county's Data Center Opportunity Zone Overlay District.

In September 2024 Minnieville paid $53.5 million, about $1 million an acre, for 16 of the park's 21 parcels; the rezoning allows buildings up to 95 feet tall. An Amazon spokesperson would not confirm the purchase, saying only that the company is "constantly evaluating new locations based on customer demand."

Neighbors in Potomac Reserve fought the rezoning. "When we bought our house we were told that the [site] was agricultural and it was going to stay that way," said Noelia Gonzalez, who lives on John Mallard Drive, where seven homes sit about 100 feet from the planned substation. The developer's attorney said five of those seven homeowners supported the application.

Supervisor Bob Weir told the applicant, "You've lost your credibility," over an email claiming the support of all adjacent homeowners who had raised concerns. Supervisor Kenny Boddye argued that part of the land was already zoned industrial, so a denial could have left a less restricted use: "If we vote no, there still could be an industrial use here without us being able to put any mitigations in place whatsoever."

The developer promised more screening along Dumfries Road, reforestation, a 12-foot wall around the substation and a 75-foot height limit on the buildings closest to Route 234.

It is the second Amazon-linked site in a new mid-county data center corridor, after Amazon's purchase of the former Parsons Business Park 2 miles to the north. Since then, supervisors have unanimously turned down the 2,000-acre Dulles South Innovation Center, in July 2026, days after the PW Digital Gateway ended. "Right now, we have data centers that are not operating because we cannot get power," Supervisor Tom Gordy said at that meeting.

Supervisor Margaret Franklin urged the developers to keep nearby residents informed at each phase of construction, InsideNova reported.
