Project Mila data center, Trenton, Ohio

Prologis is building Project Mila, a 250-megawatt data center campus for Amazon Web Services on 141 acres in the Trenton Industrial Park in Trenton, Butler County, Ohio, even as the city's voters prepare to decide on November 3 whether to ban any new data center that needs more than 25 megawatts. The ban would not affect the Prologis project, which is already under construction and calls for four single-story buildings totaling 893,034 square feet.

Prologis bought the land from the city for $7.7 million in October 2025, about a mile south of downtown Trenton off Woodsdale Road, east of Molson Coors' Trenton Brewery, with the first building opening in 2028 and all four by 2029. Mayor Ryan Perry has said the project would bring 150 jobs and hundreds of thousands of dollars in taxes and water sales, and the city said the campus was expected to use about 15 million gallons of water a year, subject to review.

On March 30, 2026, the Trenton Planning Commission approved Prologis' site plan unanimously in a 10-minute meeting, with no time for public comment and no questions from commissioners, while residents filled nearly every seat. "It's like they don't care about what's going on with us or within parks or within [the] city or [with] citizens," said Barry Blankenship of the Woodsdale and Trenton Environmental Resistance group, who wants answers on health, the environment and the campus's closeness to Chrisholm MetroPark. In July the city council approved a Community Reinvestment Area agreement giving Prologis a 75 percent property tax exemption on each building for 15 years. "Without the abatement, we would be getting more from them," Perry said, "but... every business that we have in the city of Trenton has an abatement of some kind."

Blankenship and his wife Lorie helped build a resident group, W.A.T.E.R., to nearly 2,000 members on Facebook, which petitioned for a city charter amendment banning data centers over 25 megawatts. The Butler County Board of Elections certified 336 valid signatures, but in July the city council refused to advance the petition, arguing it needed about 820. On September 1 the Ohio Supreme Court ruled unanimously that 128 signatures were enough and that the council had a "mandatory constitutional duty" to certify the petition, and on September 3 the council voted to put the measure on the November 3 ballot. "It feels like finally we have been heard," Barry Blankenship said after the ruling.

Trenton had also petitioned to annex about 600 acres in neighboring Madison and St. Clair townships for a second Amazon Web Services campus, and after both townships rejected the request, the city withdrew it on September 14, reserving the right to refile after the November 3 vote. St. Clair Township trustee Dustin Gadd has warned that the Prologis site alone is expected to bring more than 1,200 construction workers a day, and that a second campus could mean 4,000 to 5,000 on township roads; St. Clair adopted a 12-month data center moratorium in May. Butler County enacted a six-month moratorium in June for Madison and five other townships, set to expire in December.

Trenton voters decide the charter amendment on November 3, 2026. Any annexation for the second Amazon campus would go to the Butler County Board of Commissioners, and if Amazon pursued the land in Madison Township instead, the county commission would decide under county zoning.
