Maharashtra's data center fight is in Thane, where Amazon Data Services India plans a campus on a 53-acre plot at Balkum, estimated at around Rs 47,000 crore. Residents campaigning as Wake Up Thanekar say it is too close to homes, schools, hospitals and the metro. In response the state is writing its first rules on where data centers can go: the Maharashtra Pollution Control Board and IIT Bombay are drafting them, due within a few months as of September.
Residents held a human chain on July 18, 2026, and later met Amazon officials, who they said did not settle their main concern. "I am not against data centre. I am against setting it up in the middle of the town and in our vicinity," said resident Anuradha Rode. Neighbors fear heat, noise from nearly 190 diesel generator sets and power cuts; resident Jatin Kothare put the site's power demand at 420 megawatts. Amazon says the site will not use water for cooling, will get power from its own extra-high-voltage substation and will meet legal noise limits.
The draft rules would set buffer zones between homes and data centers and require recycled wastewater instead of fresh city water for cooling, board chairman Siddhesh Kadam said. The state industrial agency, MIDC, is also planning water for four proposed data center clusters around Mumbai, at TTC Navi Mumbai, Taloja, Mumbai 3.0 and Khalapur, which together would need about 874 million liters a day. It proposes treated sewage for TTC and Taloja, two seawater desalination plants for the others and nearly 180 kilometers of pipelines; MIDC calls its figures preliminary.
