Data centers in Pinal County, Arizona: 2 projects mapped
Two large data center sites have come before local officials in Pinal County this year, with opposite results. On August 26, 2026 the Board of Supervisors voted 4-1 against rezoning land south of Eloy for Vermaland's La Osa Energy Center, which ended the project. In Casa Grande, the City Council voted 7-0 in early August to grant a waiver that lets a data center be built on about 480 acres north of Peters Road, between Bianco and Ethington roads, without the city's usual conditional use permit.
La Osa had already shrunk from 59 buildings to 11, served by a 500-megawatt gas plant and batteries, with a cap of 600 acre-feet a year on fresh water. So many people came to the hearing that the county opened five overflow rooms. "Many of my neighbors' wells have gone dry and require additional depth," said Mary Eileen Flanagan. Supervisor Stephen Miller argued that a no vote went against the Constitution and free-market principles. The county's zoning code still has no rules written for data centers, and residents are asking for them.

In Casa Grande, the council had required a conditional use permit for data centers in 2025. The owners of the Peters Road land, Vernon Barnes and Ethington & Hwy. 84 LLC, then filed claims under Arizona's Proposition 207 saying the change cut the value of their land. City Manager Larry Rains said the waiver protected taxpayers from a costly claim while keeping the permit rule for every other site.
The waiver caps drinking water for the data center and its on-site power plant at 800 acre-feet a year, against about 1,240 acre-feet the farmland uses now. It bans once-through cooling, requires yearly public water reports and limits generator testing to weekday daytime hours. Resident Casey Day, who lives across from the site, said the families nearby "have property rights too."
