Denver has stopped new data centers until at least May 21, 2027. The City Council voted unanimously on May 18, 2026 for a one-year moratorium on permits and site plans for data centers, which took effect May 21. A working group of residents and experts in utilities, health care and air quality is to be named by the end of October to recommend permanent rules. The pause does not cover CoreSite's DE3 building, already under construction.

CoreSite DE3, at 4900 North Race Street in Elyria-Swansea beside the National Western Stock Show complex, went up without a public hearing because the land was already zoned industrial. Its first building, designed for 18 megawatts of power, was nearly finished in August; two more buildings would need city permits under the new rules. The site is across the street from affordable housing, a park and a health clinic. Its state permit allows 14 diesel generators, and CoreSite says its evaporative cooling will use about 115,000 gallons of water a day on average and 230,000 at peak.

Residents gathered 215 signatures on a good neighbor proposal asking CoreSite for cleaner generators and health monitoring. City Council President Amanda Sandoval apologized in May: "I'm sorry that I did not stop that data center when we were asked for a $9 million tax incentive." Council member Kevin Flynn said it was approved as a "storage and trade" facility, a category "which really doesn't speak to what this facility is."
