Weld County's commissioners voted 5-0 on September 9, 2026 to approve a data center near Windsor for Global AI, even though the county had issued three stop-work orders for unpermitted construction there and the site's power and water supply were still unresolved. Rather than pause new data centers the way some other Colorado counties did in 2026, Weld adopted an ordinance keeping them to industrial or agricultural zones and requiring a site plan or special-review permit. A second, larger project, the 750-megawatt Cielo Hudson Data Center near the town of Hudson, is also proposed; no company name or other details have been made public.
Global AI, a New York company, bought the 438-acre former Kodak and Carestream Health campus near Windsor in late 2025 for about $15.6 million and plans a 41-acre data center starting at 27.5 megawatts, with talk of growing to a gigawatt, which would make it Colorado's largest. CPR News reported the county posted stop-work orders on May 7, June 11 and again before sending a formal order to abate on July 20. Global AI says it will operate the site with Nvidia and Humain, the Saudi-backed AI company.

CPR News found gaps in the power and water plans. Poudre Valley Rural Electric Association said it could supply only 35 megawatts through mid-2028, dropping after that; later phases would run on on-site Bloom fuel cells, for which the company had not yet filed state air permits. The site sits outside any water district: Windsor will only serve it if the land is annexed into town, and Greeley's water agreement with the former Kodak owner runs out in March 2027 unless Greeley, too, annexes the property. The Greeley City Council gave both sides 18 months to negotiate that.
At a daylong hearing, the county received more than 400 written comments. "People do not want to live next to data centers," said Marc Savela of Broe Real Estate Group, which has 2,000 homes planned nearby. Windsor resident Scott Simmons told CPR: "The noise, the power issues – it's just scary." The approval covers only the 41-acre first phase, not a gigawatt build-out, and requires closed-loop cooling, noise held to existing levels and a decommissioning bond.
