Elko New Market, in southern Scott County, has barred new data centers until May 13, 2027, or until it adopts permanent rules, whichever comes first. The City Council adopted the interim ordinance on May 14, 2026. While it is in force, the city will not accept or consider any planning or zoning application for a data center, and city staff are studying whether its zoning rules need to change.
The ordinance cites possible impacts on neighboring properties, "including but not limited to electricity and water consumption, and light and noise impacts." Water is a sore point in the city: when Elko New Market tested a higher pumping rate ahead of a planned water bottling plant, residents found "dark and murky water running through their pipes," the Star Tribune reported, caused by released manganese. Scott County's one operating data center is small, Compass Datacenters' 4.8-megawatt building in Shakopee.
