Sumner County already lives with a hyperscale data center, and that experience drives its fight. Meta's Gallatin campus, first announced in 2020 as "Project Woolhawk," began serving traffic in November 2024 at the Gallatin Industrial Center, about four miles northeast of downtown. It covers 900 acres with four buildings built so far and plans for up to 12, for an expected load of about 300 megawatts at full build-out. Meta puts its investment at $1.5 billion and buys power directly from the Tennessee Valley Authority, matched with solar contracts.

The benefits are real but disputed. The city granted Meta a 20-year PILOT package worth an estimated $19.5 million in tax breaks, and Meta paid an estimated $1.8 million in local taxes in 2025. Mayor Paige Brown now says of the deal: "I probably wouldn't agree to a PILOT." The campus used more than 53 million gallons of water in 2025, about 2 percent of the city's total; Brown says residential sprinklers use more at the summer peak. Brights Lane neighbors describe blasting that shook a house, brown dust during construction, and a low hum at night; Elizabeth Holmes said Facebook sent her a $2,500 check in exchange for a statement that she would not sue.

Councilman Pascal Jouvence proposed a two-year moratorium in June 2026: "We keep trying to push on data centers, but we don't really have any idea of the impact." The Planning Commission recommended a moratorium 5-2, and the council passed it on first reading but cut it to six months, with Brown casting the tie-breaking vote. A second reading is expected next, along with a staff rewrite to tell server closets and edge sites apart from hyperscale campuses.
