Crusoe/Blue Energy Data Center, Port Lavaca, Texas

Crusoe's proposed AI data center campus covers 1,600 acres in Calhoun County, Texas, near the Port of Victoria, and would be powered by an advanced nuclear plant of up to 1.5 gigawatts that Blue Energy would build on a nearby secured site. Blue Energy says it would supply power from a natural gas bridge as early as 2028 and convert to nuclear generation by 2031. The data center site itself sits in Calhoun County, while the power plant and its tax question are being decided across the county line in Victoria County.

On June 22, 2026, Victoria County commissioners voted only to receive Blue Energy's applications for six tax abatements covering about $6.5 billion of property, and as of late August no decision had been made. Residents asked for a delay because the meeting agenda had named the applicant as "Blue Ammonia," and Jewel Buchanan urged the county to wait while groundwater districts study the water demands of large AI data centers. "We have not yet made a decision to proceed," said Blue Energy's chief commercial officer, Tom O'Neill, who said the plant would supply the Crusoe data center but stay connected to the ERCOT grid.

Blue Energy projects about 3,800 peak construction jobs and about 360 permanent ones, and $1.5 billion in local taxes over 25 years, and says it would buy desalinated water from a deep saline aquifer rather than use existing freshwater supplies. In August 2026, Victoria County Judge Ben Zeller said the application remained "under review with no new developments at this time," so no vote date has been set.
