Province Group's data center campus off Page Road near Midlothian has grown to 181 acres approved for about 2 million square feet of space, after the Powhatan County Board of Supervisors voted 5-0 in October 2025 to rezone another 61 acres on the Chesterfield County line. The campus was first approved in October 2024 on 119.9 acres at 1318 Page Road, partly bordering Chesterfield County; the county now describes it as a $3 billion data center on its eastern boundary.

The first vote, in October 2024, was 3-2 for a rezoning from agricultural to light industrial and a permit for three data center buildings up to 75 feet tall totaling 1.525 million square feet, against the planning commission's recommendation to deny. Province Group, based in Newport Beach, California, estimated its investment at $3 billion, while county staff put it at $2.7 billion. The 2025 addition, from the Province affiliate Newport Equities LLC on land owned by JMS Investments LLC, allows up to four buildings, and county staff estimate recurring tax revenue of about $9.7 million a year at full build-out. The campus would need 300 to 400 megawatts of power and a new substation on 7 to 8 acres; equipment for it could take five to seven years to procure, and Dominion Energy has issued a will-serve letter but will not formally authorize service until it reviews final site plans.

In 2024 residents and a supervisor objected that the project had no named end user and that, after 18 months, the proffers let the land be used for any of 45 other permitted uses. "In order to go to market, we need our zoning approval," Province Group CEO Mark Kerslake told the board. Supervisor Mark Kinney said then: "The $17 million is projected, and that's if all three buildings are built out, they get a user that wants all three [and] all three buildings are packed to capacity with servers." By 2025 Kinney was in favor: "I think this project will be a phenomenal addition to Powhatan and the future of this county."

The county's case is its tax base. Residential property makes up just over 93 percent of Powhatan's property values, and the board wants commercial property to produce 15 percent of revenue. "It has very limited impacts with profound tax revenue," said Chairman Bill Donati Jr. The planning commission unanimously recommended denial of the 2025 addition on October 7, citing questions about proffers and impacts; county staff switched to recommending approval after the developer agreed to pay for on-site water and wastewater service, off-site line extensions and a share of upgrades at the Oakbridge Pump Station and Dutoy Creek Wastewater Treatment Plant.

Supervisors asked to see any nondisclosure agreements that come up as data center users are recruited. With zoning in place, the next steps are site plans reviewed by Powhatan County staff, a utility agreement with the county before the first site plan is approved, and Dominion's formal authorization of service.
