Twiggs County rezoned about 300 acres of Weyerhaeuser land on Adams Park Road for Eagle Rock Partners' Project Eagle data center on September 18, 2025, while Georgia's regional review process for such projects was paused. Waiting "would kill" the project, Eagle Rock's Ken Loeber told commissioners. The developer gave no square footage or water-use figures, which the review would otherwise have required.

The county secured a guaranteed property tax return of at least $175 million plus $200,000 for schools and public safety, and barred cryptocurrency mining on the site after a resident raised the possibility. Rob Fricks, a resident and lawyer, told commissioners the county did "not have the facts" to decide. Residents sued to void the rezoning, citing well water, the Ocmulgee corridor's black bear population and strain on the power grid; plaintiff Nancy Lubeck said communities are "flying blind" on the cumulative toll on Georgia's grid and water.

The county has argued sovereign immunity and denied acting in haste. A judge has yet to rule on whether Weyerhaeuser should remain a defendant in the case. "A county that's not growing is dying," said Terry Coleman, who handles government affairs for the commission.
