Pittsylvania County has said both things within a year. In April 2025 its Board of Supervisors voted 6-1 to reject Balico's proposal for data centers and a natural gas power plant, after residents organized as the Coalition for the Protection of Pittsylvania County with help from the Southern Environmental Law Center. Balico's plan had shrunk from an original 2,200 acres, 84 buildings and a 3,500-megawatt gas plant down to 750 acres and 12 data center buildings before the vote.

In May 2026 county and city leaders approved a different one: Stack Infrastructure's AI data center campus at the Southern Virginia Megasite at Berry Hill, described by officials as $100 billion of investment over thirty years, 2,500 permanent jobs and an average wage of around $80,000. "Today is very historic because of the amount of revenue and the investment we are looking at," said Vic Ingram, chair of the Regional Industrial Facilities Authority board.

Some residents near the megasite were not convinced. Erin Hall, who said she lives four miles away, questioned the water and power plans: "They say that they've got the water and power under control, the wells, but what happens if it goes wrong?" She also said the project's public meetings had drawn little public awareness. Ingram said the meetings were well advertised and that he did not know what more the county could do.

The two decisions differed mainly on where the power would come from: Balico proposed building its own gas plant on farmland near homes, while Berry Hill is a state-designated megasite already zoned and serviced for heavy industry.
