Cielo Digital Infrastructure data center, Kansas City, Missouri

Cielo Digital Infrastructure, a Texas-owned developer, has named a site on the Missouri side of Kansas City for a data center campus of up to 500 megawatts on 146 acres, but only in a list of planned projects published with its South Carolina announcement, with no address, date or tenant.

Any such campus inside the city would face the rules the Kansas City council passed unanimously in January 2026, the first zoning written there for data centers. Before, developers could build one by right in nearly any part of the city; now data centers under 500,000 square feet need a special use permit, bigger ones fall into a new large format category, and none can go in rural, residential, neighborhood or retail districts without a rezoning or special use permit. Utility providers must also submit a letter saying they can meet a data center's water and energy demand, and final approval of most data centers rests with the council.
