Patmos Data Center, Independence, Missouri

Patmos, a Kansas City-based company, is under contract to buy an empty warehouse at 2500 Little Blue Parkway in Independence, Missouri, from developer NorthPoint and turn it into a $107 million data center. It applied for a commercial permit on June 2, 2026, before the city's later moratorium, so the company says the project can proceed. The Independence City Council voted 7-0 on July 6, 2026 for a six-month pause on new data-center approvals that exempts projects already submitted.

The data center would start at 17.5 megawatts and could expand to 70 megawatts, Councilmember Brice Stewart said. "While the land is currently zoned correctly for a data center to be added there, the city does not currently have the power to supply it," Stewart wrote. Patmos vice president Monica Brisimitzakis said the company would rather buy power from the city's utility, Independence Power & Light, and pay for a grid upgrade, but could otherwise generate its own power with on-site fuel cells.

Patmos hopes to break ground November 15, 2026 if it buys city power, or April 1, 2027 if it must generate its own. The building's exterior would stay the same, with data halls inside and six backup generators in a fenced yard, each rated at 93.6 decibels at 23 feet and tested for half an hour monthly. The project would use a Chapter 100 bond with payments in lieu of taxes, which Brisimitzakis said the company plans to give up later.

Some residents first learned of the project from postcards inviting them to a town hall in late June 2026. Rachel Gonzalez, an organizer opposing data center construction locally, raised "significant concerns" about generator noise and air pollution and asked the city to press for answers on power demand, water use, fuel storage and future expansion. "The community deserves a transparent process and confidence that any costs or impacts associated with the project will be borne by the developer," Gonzalez said.

Patmos would be Independence's second data center; Nebius is building one on about 400 acres nearby that will grow to at least 800 megawatts. Daniel Moorehead of the Independence Guard Alliance called the moratorium "only a half measure" because it exempts both the Nebius project and the Patmos application already filed. The Independence City Council still must approve any power upgrade before Patmos can move forward, and is separately weighing a zoning change that would require public review for data centers above 2.5 megawatts.
