Data centers in Manassas, Virginia: 2 projects mapped
The independent city of Manassas covers about 10 square miles, and its data centers sit close to homes. Amazon has built up a string of sites here: in December 2023 the City Council approved selling it about 20 acres of city land on Wakeman Drive, by Manassas Regional Airport, for $27.72 million; it is also building a three-building campus at Dean Drive and Nokesville Road, and in January 2024 paid $152 million for about 140 more acres on Century Park Drive and Vulcan Lane, which fall in Prince William County's data center overlay.
The city has learned that the tax money it expects does not always arrive. Digital Realty's data center on Godwin Drive, which opened in May 2024 on the former Glen-Gery brickyard, turned out to be leased to a bank. Because banks pay Virginia's Bank Franchise Tax instead of most local taxes, the city says it cannot collect business personal property tax on the servers inside, though it still gets about $1.2 million a year in real estate tax; the tenant was not disclosed until a tax return was filed in April 2025. The city may ask the General Assembly to look at the exemption.
Noise has driven new rules. The city treated data centers as warehousing, permitted by right in industrial zones, until a Planning Commission subcommittee reviewed a draft ordinance in August 2025, when Manassas had one completed data center and three sites with seven buildings under development. The draft would require a special use permit in the I-1 and I-2 zones, cap height at 75 feet, and add a 100-foot setback from homes, schools and parks. As of September 2026 the ordinance has not been adopted and no hearing date has been announced. Just outside the city line, residents of the 291-home Great Oak subdivision have complained since 2022 about noise from four nearby Amazon buildings.
