Fairfax County tightened its data center rules early: on September 10, 2024 the Board of Supervisors adopted a zoning ordinance amendment 8-2, effective the next day, restricting where a data center can go and what it must meet to get there. The county already has nine tracked sites, five of them operating, spread from Tysons to Herndon to Chantilly.

The newest fight is over Starwood's Plaza 500 proposal, a 34-acre data center campus at 6295 and 6299 Edsall Road in Lincolnia, allowed there by right under county zoning. It would sit 67 feet from the nearest home and border a protected area along Turkeycock Run. On August 27, 2026 the Fairfax County Federation of Citizens Associations voted to oppose the project and the roughly five-acre Dominion Energy substation that would power it, citing noise and environmental effects; the substation is expected to carry 176 megawatts.

Opposition to the substation crosses jurisdictions: Representative Don Beyer, Mason District Supervisor Andres Jimenez, Alexandria Mayor Alyia Gaskins and the Alexandria City Council, State Senator Elizabeth Bennett-Parker, House Majority Leader Charniele Herring and Delegate Vivian Watts have all come out against it. The Fairfax County Planning Commission takes up the substation's required public facilities review on December 2, 2026.

Five of the county's nine tracked sites are already operating. Amazon Web Services runs a Mallory Drive facility in Chantilly and is building at Loisdale Station in Springfield and at Renaissance Technology Park in Herndon. CoreSite operates and is expanding its campus on Sunrise Valley Drive in Reston, and Mapletree Industrial Trust runs the Roosevelt Building in McLean.

Digital Realty's VA3 building, on Business Center Drive in Reston, is also running, despite carrying "Manassas" in its record name; Elias DC Assets runs a smaller, 3-megawatt site in Tysons. The one other proposal on record, T5 Data Centers' 60-megawatt campus at Westfields in Chantilly, has not yet broken ground.
