Data centers in Stafford County, Virginia: 9 projects mapped

Stafford County counted 16 data center applications in its pipeline as of a June 23, 2026 board work session: five approved, three of those under construction, and 11 still being reviewed. Under construction now are STACK Stafford, planned for 1,100 megawatts of power, Vantage Fredericksburg at 192 MW, and Amazon's Stafford Potomac Church campus. The county stopped taking new applications after adopting a stricter ordinance and comprehensive plan update in September 2025.

Supervisors and staff have said openly that halting the 11 pending applications mid-review would likely not survive a legal challenge, since Virginia law limits pauses on lawfully submitted applications. The board has instead discussed hiring an outside consultant and building public dashboards so residents can track applications without filing records requests. Approvals have continued anyway: the planning commission voted 4-3 in August to recommend the 590,000-square-foot Accokeek Center near the Rappahannock Regional Jail, and supervisors separately approved the Stafford Technology Center, a 23-building complex projected to generate $127 million a year in tax revenue.

Starting July 1, 2026, Virginia's House Bill 153 requires a sound-profile assessment for any facility of 100 megawatts or more sited near homes or schools, along with details of the substation serving it, so Stafford has to update its zoning ordinance again. The county is also holding public meetings on the comprehensive plan update that will decide where future data centers can go.
